I wasn't present at the race in question, so my information is second-hand.

I understand that the "young starter upper" was well beyond the age of 12. Like twice.

The "senior" rider is indeed that.  He is quite older than I, and that is truly senior.

If all the results info is correct, then the rider in question was fourth in the KOCC TT Egrade , so should have no doubts of his capability to take a turn.

It does get very frustrating for really older riders (like me and the "senior") to train really hard, take some turns and then be mowed down by some young man, (that was man, not boy) who use their natural strength to cruise past us in the last kilo or less.  Once or twice, we can hack, but sometimes it gets to be too often and almost predictable when these "parasites" don't get promoted or are relegated after one or two higher level races.

I stress I was not a witness to the event and I am just expressing an individual point of view.
