The relevant points are

CA's code of conduct( only section of)
4. KEY ELEMENTS
All persons who are bound by this code shall...(A)ccord people involved in cycling with the appropriate courtesy, respect and regard for their rights and obligations;
5. UNACCEPTABLE BEHAVIOUR
This list provides examples of behaviour deemed to be unsuitable and not in the best interests of the sport.
·  ‘Sledging’ other athletes...sledging is defined as a statement that is deemed to denigrate and/or intimidate another person, or behaviour likely to constitute emotional abuse.

The appropriate level of respect and courtesy for a wheel sucking no turn cretin is? ::)  A requirement to give appropriate respect and courtesy does not require you to be nice to people, or refrain from expressing opinions that a person might not like.  I will, however, in the future, say "With respect, you might consider taking a turn sometime this race old chap" - less likely to be a problem than the "take a turn you parasite", which I have thought of saying...

I agree with the concept of banning sledging, but they (CNSW) need to define what that means better than the Rules currently provide.  The CNSW Rules are, in a legal sense, woefully inadequate.  Who "deems" what is sledging and what is acceptable encouragement or an expression of opinion?  The problem is there are no properly defined criteria that outlines what is acceptable and what is not, and (if these things ever get to Court) the onus will be on CNSW or CA to prove its allegations against a rider. Ask 20 riders what they think and you will get 27 different answers, and I guess ask 5 commissaires and you will get at least 5 different answers.
