The Australian Road Rules were the first "national" rules and they were replaced by the Road Rules 2008.  From memory - it is a while since I have looked at this - the ARR were adopted under the Road Transport (Safety and Traffic Management) Regulation and the RR2008 are adopted, in NSW, under the parent Act to that Regulation.
