True, there could be false allegations made to a Commissaire about poor conduct riding home or indeed in a race - that is part of the Commissaire's role. False allegations can and are made to police, and the criminal justice does deal with this.

Consider this - 20 cyclist dob in a dopey A grader for running a red on the way home. Many have no apparent axe to grind with the said dope. The stories of the witnesses hang together and the dope's denial does not. It would be reasonable for the Commissaire to sanction the dope.

The dope does have some appeal rights.

The other flaw in the contention that if a commissaire does not see somethig it did not happen is what if the commissaire has bias himself or herself? Mates or those he or she has some kind of relationship or fondness of?
