How do you boys propose the Commissaire fine these people for "illegal road incidents" to and from racing? Does he rely upon the word of everyone, or a select few? What if someone thinks someone else is a knob, gets a few mates to provide the weight of evidence for them, puts them into the Commissaire? The Commissaire must act on the weight of evidence. The bloke would be gone.

Most guys know who runs red lights on the way home. Just ride in the bunch and you will see. They come from HD, KC and North Sydney (no surprises there). Therefore, the Commissaire could wipe these guys tonight and ring them, saying have a couple of weeks off. Now, there is a suggestion. Anyone who is seen running the red lights, witnessed by 3 or more people, should be told the next time they attend the sign on table of the respective club who held the race, no thanks, ride home on your own. You are not welcome here for the disrepute you bring the sport into. Bye Bye. Shalom

The same way a Commissaire considers complaints from cyclists about any alleged incident in a race - he/she conducts an investigation, ensuring natural justice is afforded to the "cyclists of interest", then makes a decision.  I am not sure where it is said that a Commissaire has to actually witness an event, either in a race or while under the Commissaire's control (such as riding home from a race).
